Agency: Cause of watercraft collision can't be determined
The Florida Fish and Wildlife Conservation Commission on Wednesday released a 25-page report summarizing its investigation into the April 24 accident on Lake Gibson.
Zoe Gibbs, 14, had her lower left leg amputated when the Polaris water-jet vehicle she was riding collided with a similar craft piloted by her 15-year-old cousin.
Investigator Joe Brooks said that the two girls gave different accounts of the accident. Paige Rimmer, 15, told an investigator she was cruising in a straight line when for unexplained reasons Zoe's craft veered in front of hers.
Zoe told an investigator the two craft were heading in the same direction and she was gazing ahead and to her right when she heard her cousin scream her name.
Zoe said she turned her head to the left just before the impact.
The investigator estimated that each craft was traveling about 30 mph.
A diagram included in the report depicted the front end of Paige's craft striking the left side of Zoe's.
The girls, who both wore life vests, were ejected.
Paige was not seriously injured.
Brooks reported that several people responded to the aftermath of the accident but none of them witnessed it clearly.
Zoe, a rising ninth-grader at McKeel Academy of Technology, spent several weeks at Tampa General Hospital, where she underwent multiple surgeries to clear infections and attach muscle and skin grafts.
She was released from the hospital June 14.
Florida law allows anyone 14 or older to operate a water-jet craft.
Those born on or after Jan. 1, 1988, are required to take a boater-safety course, for which they receive an identification card.
The investigator said neither girl had a boater ID card, and both were given written warnings, which carry no punishment.
"We're doing our job, notifying her (Zoe)," FWC spokesman Gary Morse said. "Essentially that's what that is, a notification, and it's a record we've counseled her on that. It's part of our job, and it is an unfortunate part of our job when a tragedy like this happens."
