German radioactive waste approved for Tennessee
Federal authorities have approved licenses allowing up to 1,000 tons of low-level radioactive waste from Germany to be brought to Oak Ridge, Tennessee, for incineration.The U.S. Nuclear Regulatory Commission's decision has some environmental groups calling the plan unhealthy and a possible gateway for highly radioactive wastes to be reprocessed or recycled in East Tennessee's "Atomic City."
Don Safer, chairman of the Tennessee Environmental Council, told The Chattanooga Times Free Press that the Czech government turned away the waste and Utah did everything in its power to avoid receiving the ash left behind after incineration at Oak Ridge, forcing most of it to be shipped back to Germany.
EnergySolutions, a Utah-based multinational company that operates radioactive waste disposal facilities in Oak Ridge, said the process is safe when the proposal was introduced a few months ago.
Company officials also said EnergySolutions has treated low-level radioactive waste, such as X-ray equipment, medical waste or contaminated clothing and mops from nuclear plants, for American businesses and the government at Oak Ridge since the facility opened more than 20 years ago.
"There's more (radioactive) tritium in the atmosphere from cosmic rays from the sun than what we'd ever emit from there," EnergySolutions spokesman Mark Walker said last March.
Because the licenses have been approved but not yet signed, the company has not confirmed import dates for the waste, he said.
Tennessee is the only state that allows commercial burning of radioactive waste, licensing six incinerators. The state already receives 75 percent of the nation's low-level radioactive waste _ about 41 million pounds (18.6 million kilograms) per year, according to state records.
With German waste now permitted to enter the U.S. and come to Oak Ridge, Safer expects Tennessee to become "the destination for processing radioactive waste from all over the world."

The Y-12 National Security Complex today announced a licensing agreement with Healthcare Technology Partners LLC for use of an electronic system for medical records-keeping that was developed at the Oak Ridge facility.
According to the announcement, Healthcare Technology Partners is comprised of a small group of investors and educational institutions, including state, minority and historically black colleges and universities. It also said the group is discussing partnering opportunities with Terremark Worldwide.
The system is known as EMBOS (electronic medical business operations system), and it was developed to maintain the medical records of the Oak Ridge plant's 4,500 employees.
EMBOS is described as a "web-enabled, comprehensive electronic medical record system that captures patients' current and past medical data, as well as scheduling and workflow."
Y-12, which is managed by B&W Technical Services for the Department of Energy, reportedly developed the system to meet a requirement to have all DOE-related medical records be electronically available by 2015.
George Dailey, Y-12's chief information officer, said in a statement, "In 2005, the federal government came out supporting the use of electronic medical records across its operations. Within a year, DOE issued its requirements. Y-12 immediately went to work to develop a system that not only met this DOE requirement and our own needs, but is considered as a model across the DOE and National Nuclear Security Administration complex. With this licensing, EMBOS will also be available to the private sector."
Joe Wolfe, the president and chairman of Healthcare Technology Parnters, said EMBOS could help eliminate the massive volume of paper medical records and improve the efficiency of medical care .
"The way we're currently doing things is obviously not working," Wolfe said in a statement. "Our president has made health care reform a national priority. We intend to make EMBOS a recognized standard for managing these records."
